Public Safety Minister Stockwell Day declared last week that the PC government has decided to stop requesting clemency for Canadians on death row in democratic nations like the U.S.

Reversing decades of Canadian foreign policy, Day announced in the House of Commons that “we will not be actively seeking to bring back to Canada convicted murderers who have been found as such in the jurisdiction that is both democratic and respects the rule of law.”

The government was slammed for its decision by Amnesty International, NDP Leader Jack Layton and other opposition critics.

Liberal Leader Stephane Dion has called the sudden reversal of the three-decade-old Canadian policy troubling. He also suggested that if the Tories had a majority, they could start the debate again on capital punishment.

The decision also comes at the worst time possible for Ronald Smith, a Red-Deer, Alberta native, who is on death-row in Montana for the brutal murders of Harvey Mad Man III and Thomas Running Rabbit, two cousins that belonged to the Black Feet Nation in Browning, Montana.

Smith has exhausted all legal appeals in the State of Montana and the only light that was left shimmering through the cracks of the 8×10 ft cell that Smith spends 23 hours a day in, was Canada’s political appeals to the state of Montana asking for clemency or extradition that at the very least kept buying Smith some more time.

However, with the decision of Nov 1 2007, Stockwell Day and the leadership of the PC Party have decided that Ronald Smith’s time is now up.
